2017 Legislative Agenda

The 2017-ccd-legislative-agenda was approved by the MNCCD Board of Directors and the membership.

The top three legislative priorities

Consumer-Directed Community Supports (CDCS)

• Change budget methodology and exceptions process to make CDCS and self-direction work more effectively for children and adults with disabilities. [Lead: ARC MN]

Individualized Living Options

• Increases and expands the Minnesota Supplemental Aid monthly subsidy so more individuals can transition out of congregate settings and maintain independent housing. [Lead: Lutheran Social Service of Minnesota]

Medical Assistance (MA) Spenddown

• Change Medical Assistance policy so that people with disabilities who depend on MA services can keep more of their own income and savings to live successfully in community. [Lead: Minnesota Brain Injury Alliance]

Autism Early Intervention Developmental Treatment
o Early Intensive Developmental Behavioral Intervention opens the MA benefit for children with autism and other conditions. [Lead: Minnesota Autism Recovery Foundation]

Autism Essential Health Benefits Definition
o Expands the list of required essential health benefits so that behavioral health treatment is covered for autism. [Lead: Minnesota Autism Recovery Foundation]

Best Life Alliance
o Supports a wage increase and healthcare premium coverage for direct service professionals who directly support people with disabilities. [Lead: ARRM]

Brain Injury Definition Change
o Broadens the definition of brain injury to include brain injury that occurs before birth by. [Lead: Minnesota Organization for Fetal Alcohol Syndrome]

Employment Supports
o Three new services would help individuals find and maintain jobs paying above minimum wage and in integrated settings in the community. [Lead: Arc MN]

Parental Fees
o Lowers parental fees for children on MA, as the financial burden prevents some families from accessing services. [Lead: Arc MN]

Pediatric Home Care Nursing
o Increases compensation for home care nurses by 25%, with 80% of the increase dedicated to pay and benefits. [Lead: Pediatric Home Service]

Prior Authorization (PA) for Prescriptions
o Requires quicker responses to authorization requests, extends to the enrollment year, and removes step therapy for certain drugs. [Lead: Gillette Children’s Specialty HealthCare]

Self-Driving USA
o Creates a Governor’s task force to explore the prospect of autonomous vehicles. [Lead: Minnesota State Council on Disability]

Legislation We Endorse

Healthy Legacy
o Restricts or bans toxic chemicals and flame retardants that affect the development of children. [Lead: ARC GTC]

Minnesota Health Records Act (MHRA)
o Aligns the MHRA with the Health Insurance Portability and Accountability Act (HIPAA) to share records to quicker to enhance patient care. [Lead: Gillette Children’s Specialty HealthCare]

Neuro Diversity Pilot Project
o Establishes a person-centered housing options pilot for individuals with neurodiverse disabilities that includes specific programming, staff training and higher wages. [Lead: MOFAS]

Palliative Care
o Creates a palliative care advisory council to improve quality and access to coordinated, supportive care during treatment of serious illnesses. [Lead: National Multiple Sclerosis Society]

Personal Care Assistance Reform
o Establishes a higher “Complex PCA” rate for very significant care needs, based on increased training, skill and retention. [Lead: MCIL]

To advocate on these issues attend Tuesday at the Capitol in the MN Department of Transportation Cafeteria, from 9:30 to 11:00 a.m. each week during session.
